DEAN AND POCONO ROADS SANITARY SEWER EXTENSION
INVITATION TO BID
Sealed Bids for construction of the Dean and Pocono Roads Sewer Extension will be received by the Brookfield Water Pollution Control Authority (WPCA) at the WPCA office, 53A Commerce Road Unit 1, Brookfield CT 06804 until 10:00 AM on Wednesday June 3, 2026 and at that time and place bids will be publicly opened and read aloud.
Contract Documents may be examined and/or obtained from the CT Source State Contracting Portal at CT.gov or from the WPCA website at www.brookfieldwpca.org. The work includes construction of a sanitary sewer extension by one of two alternatives: gravity sewers with pump station, or a low-pressure system with grinder pumps for each property.
A pre-bid conference will be held at 10:00 AM on Tuesday May 12, 2026 in the WPCA office, 53A Commerce Road Unit 1, Brookfield CT 06804, with a site visit to follow.
Each Bid shall be accompanied by a Bid Security in the amount of five percent of the Bid.
Bidders may not withdraw their Bids for a period of 180 days after the actual date of the opening of the Bids.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by the State of Connecticut, Department of Environmental Protection. Neither the State of Connecticut nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to the requirements contained in Section 22a-482(h), (j) and (o) of the Regulations of Connecticut State Agencies.
Minority Business Enterprise (MBE) and Women’s Business Enterprise (WBE) policies of the State of Connecticut are applicable to this Contract. The requirement for MBE/WBE Subcontractor participation, expressed as a percentage of the total contract amount, shall be a minimum of 8.0 percent with the following makeup, MBE 3.0 percent and WBE 5.0 percent. Failure to meet or exceed the required percentages shall render a bid non-responsive and cause the rejection of the Bid. Clean Water Fund Memorandum dated June 19, 2019 must be completed and submitted with the Bid, or that Bid will be deemed nonresponsive.
Bidders must be prequalified through the Connecticut Department of Administrative Services (DAS) in the classification of “Sewer and Water Lines” and must submit with their bid a copy of their Prequalification Certificate and a copy of their current Update (Bid) Statement.
Wage rates for this Project are subject to the minimum wage rates as per State of Connecticut Labor Department “Prevailing Wage Rates” and Federal Davis-Bacon Act.
Bidders and subcontractors are required to ensure equal opportunity employment as noted in the Governor’s Executive Orders 3 and 17.
The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
